Shu, ein Junge aus einer japanischen Kleinstadt, sucht nach einem verlorenen Kendokampf sein Lieblingsversteck auf: Die Spitze eines Schornsteins auf einem verlassenen Fabrikgelände. Zu seiner Überraschung sitzt dort schon ein schweigsames Mädchen mit blauen Haaren und betrachtet den Sonnenuntergang. Es gelingt Shu nur herauszufinden, dass sie Lala-Ru heisst, bevor plötzlich die Zeit stillsteht. Aus dem Nichts tauchen furchterregende Kampfmaschinen auf und versuchen Lala-Ru zu entführen. Bei dem Versuch das Mädchen zu beschützen, wird Shu in eine seltsame Wüstenwelt katapultiert, in der die Menschen erbittert um das wenige vorhandene Wasser kämpfen. Shu landet in der gigantischen Festung »Hellywood«, die vom wahnsinnigen Diktator Hamdo beherrscht wird. Er wird gefangen genommen und gezwungen einer Einheit von Kindersoldaten, die für Hamdos Armee kämpfen müssen, beizutreten. Dass Shu einen Ausweg aus dieser Situation finden kann, scheint mehr als unwahrscheinlich.
