Kay Thorndyke erbt das Medienimperium ihres Vaters und entscheidet sich, einen Kandidaten der republikanischen Partei für das Präsidentenamt ins Weiße Haus zu befördern, indem sie ihn gezielt aufbaut. Ihre Wahl fällt auf den den sehr geraden Selfmademann Grant Matthews, zu dem sie auch ein Verhältnis unterhält und von dem sie annimmt, daß sie ihn steuern kann. Die Kampagne läßt sie von dem erfahrenen Jim Conover organisieren, während einer ihrer besten Kolumnisten, Spike McManus für Matthews die passenden Redentexte schreibt. Matthews ist skeptisch und am höchsten Amt gar nicht interessiert, läßt sich aber für eine Proberedereise gewinnen. Dazu muß er sich aber wieder mit seiner Frau Mary zusammentun, von der sich entfremdet hat und getrennt lebt. Die kennt seinen Idealismus und läßt sich widerstrebend überreden, mit ihm gemeinsam aufzutreten. Doch Matthews Ideale sind zu radikal für die Politik und alsbald muß er die ersten dreckigen Deals abschließen, um sich abzusichern...

Two sisters, one a dancer and the other a script supervisor at a big movie studio, become embroiled in union activities when a strike is called in sympathy with striking railroad workers, one of whom boards with the sisters and their parents. The girls' father argues with them about their strike, but finds his views changing when he himself loses his job.

The Stars Look Down is based on A. J. Cronin's 1935 novel of the same name, about injustices in a mining community in North East England. While the novel follows the development of three young men in the small mining town, the film focuses on just one of them; the smart David Fenwick who gets a scholarship to university, meets a girl who only marries him because her former boyfriend has abandoned her, and eventually returns to the mine town as a teacher and takes part in a futile rescue effort when the mine is flooded, trapping both his father and his younger brother.
