Ex-confederate officer Clay Fletcher jumps at the chance to reunite with his once lady-friend, Susan Jeffers, when his father, Judge Fletcher, sends him on an errand to El Paso, Texas to get the signature of Susan's father, Judge Jeffers, on a legal document. Once there he finds the judge has become a drunk and a laughing stock, doing the bidding of local magnate Bert Donner and his running dog, Sheriff La Farge. Just as Clay starts straightening out the town's problems, events occur which force him to abandon the legal system and instead adopt the murderous tactics of a vigilante.

Roy Rogers, a Nevada State Ranger Captain in charge of the Rangers Reclamation Service, makes a trip to Las Vegas for the annual Heldorado Frontier Days Festival, as he wants to help his old friend Gabby Whittaker who originated the idea (at least, in this film).In Las Vegas, Roy meets heiress Carol Randall, who has been selected as the Queen of the Heldorado. Roy is informed that the F.B.I. wants an immediate investigation of the counterfeit thousand dollar bills that are being passed over the gambling tables at the casino.

Rodeo star Roy Rogers returns home to find that his old friend Tom Craig has been murdered after he was accused of stealing a family crest from Helen Williams. Helen joins up with Roy and Gabby Whittaker to find the killers and the crest.
Gabby doesn´t want to breed his horse the Golden Sovereign with Roy's. When Sovereign and Roy's horse escape, the Sovereign get shoot accidentally by Skoville but Roy is blamed and jailed. A year later Roy returns with Trigger, the son of the Sovereign. When Skoville reveals he was present when the horse was shot, Roy sees an opportunity to clear his name.

After some gun play with a posse, the James Gang head for Quinto in a section of land which is not a part of America. Anyone there is beyond the law so the town is populated with outlaws. Next to arrive is Sheriff Rowley, following his brother whom the Gang have brought in injured. Rowley has no authority and gets on well enough with the James boys but is soon involved in other local goings-on, including a move to vote for annexation with Oklahoma which would allow the law well and truly in.
Roy Rogers rides to the rescue when a bank robber's orphaned son (Tommy Cook), who is living at a ranch for homeless boys run by Gabby Whittaker (George "Gabby" Hayes), attracts the attention his father's rowdy gang, who want to claim the boy's inheritance for themselves.
Wildcat Kelly has been dead and buried for years. Or has he? Dale is a reporter for an Eastern magazine who comes West to find out the true story of Kelly, of whom Gabby seems to have mysterious knowledge.
The story involves a rather odd flashback by Dale who is visiting El Dorado, home of her grandmother. She dreams about her grandmother's adventures including a romance with a cowboy who looks very much like Roy. Roy, of course, also exists in the present for Dale.

Sandwiched in between the numerous musical numbers, the Gabby Whittaker and Madden rodeo's are competing for bookings. When Gabby gets a date in Albuquerque, Madden has his man destroy his equipment. Roy finds a broken rawhide rope at the scene and uses it to bring Madden to justice.
When Rocklin arrives in a western town he finds that the rancher who hired him as a foreman has been murdered. He is out to solve the murder and thwart the scheming to take the ranch from its rightful owner.

In Elliot's initial appearance as Red Ryder, he finds himself framed for murder. Little Beaver then foils the crooked Sheriff's attempt to have Red killed escaping jail. When Hannah Rogers gives the Sheriff a note, Red sees her give him a signal. Gabby lifts the note and Red decodes it. The Duchess then gets a confession from Hannah enabling Red to set out after the outlaws.
Lawyer Leland is using land rights to kick the ranchers off their land. When Wild Bill and Gabby arrive to help the ranchers, he has actor Percel frame them for murder and then incites the townsmen to lynch them.
