Directed by Vagif Mustafayev, this comedy film exposes the corruption and the decadence of the late Soviet bureaucracy in Azerbaijan SSR through the eyes of a naive Azerbaijani adult man, Hatem, played by Georgian actor Mamuka Kikaleishvili.
