The film takes place during the pre-revolutionary years and the initial period of the Soviet regime. At a monastery shelter in one of Russia's western towns, orphan Yulka gives birth to a son from the shepherd Jerome. Matron of the shelter Pavlikha as directed by the father kills the newborn baby and disposes of the corpse in the Jewish Quarter. The Black Hundreds are spreading the rumor that the murder was committed by the Jews for ritual purposes. Mayhem arises which is supported by the authorities of the city. The church refuses to shelter Jews fleeing from the violent thugs.

The historical images of San Francisco are something special: we see landmark buildings like the Pacific Telephone and Telegraph Building, City Hall and the Pickwick Hotel.
Jeff Farnell, forced by circumstances to take a job on a New York scandal sheet while he awaits the settlement of his claim against a steel company. Job Hardcastle, the hardened city editor of the paper, sends Jeff to get a story on "Mops" Collins, a society divorcée who has been reduced to dancing in a cabaret. Jeff takes pity on Mops, who is dying of consumption, and takes her into his apartment, telling Hardcastle that he could not find her. Afraid of losing his job, Jeff hunts for a big story, finding it when he discovers that Clive Ross-Fayne, a friend he thought lost in the war, has been arraigned on charges of narcotics peddling. A disgruntled 18th century Bostonian who while wishing that he was a pirate, dons the clothes and play-acts the part. He is mistaken for the real pirate, Dixie Bull. More importantly, Errol "slays" the villain and puts his foot upon the pirate's head. This is more than enough and he heads back home to his unappreciated wife.
When not cutting down trees and shouting "TIMMMM-BERRRRR!", Jack Holt has to deal with someone who's sabotaging the camp. The miscreant turns out to be the odious Montagu Love, whom Holt dispenses with in a climactic fisticuffs session. Billie Dove provides the toothsome romantic interest.
