Es sollte ein Werk werden, das sowohl die Geschichte dokumentiert als auch über die Geschichte reflektiert und so dem Ereignis gerecht wird. Statt mich auf bestimmte Kapitel oder Episoden der Judenvernichtung in Europa zu beschränken, wollte ich den Genozid insgesamt und in seinen gigantischen Ausmaßen erfassen. Ich wollte seine bis in die Gegenwart wirksamen, bis heute noch nicht voll aufgedeckten und ergründeten Folgen deutlich machen.“ Länge, Personenzahl und Themenvielfalt machen das Werk zum Monumentalfilm. Es wurde kein einziges Archivdokument verwendet, der ganze Film – mit einem Material von 350 Stunden – wurde in der Gegenwart gedreht. Die Recherche hatte dreieinhalb Jahre gedauert und wurde in 14 Ländern durchgeführt.
